There may finally be a way to explain Joe Biden's idiocy. It's the "Ripple Effect." Too much hooch has left Joe's brain addled.
Biden believes this summer we will see a "ripple effect" in the economy. He's still making excuses for the complete failure of the stimulus package saying, “We’re seeing ripple effects that have been felt. My point is that this summer, we’re going to see even more ripple effects.”
Sure, Joe, now go pull up a sidewalk and have another belt of that poverty punch.
