When Is A Rebate Not A Rebate?

There's talk of a tax rebate to give the economy a boost. President Bush said any plan should feature "direct and rapid income tax relief" to boost consumer spending. "Letting Americans keep more of their own money should increase consumer spending, and lift our economy at a time when people otherwise might spend less."

A rebate by defintion is the return of part of a payment. Why then are the Democrats looking to give a rebate to people who paid no tax? CNN says, Democrats could get on board with an income tax rebate if it's fully refundable, meaning that everyone with earned income would get the full rebate, even if they didn't make enough money to owe income tax. That is not a rebate, that is robbery.

Why are the Democrats always looking to give money to people who have not earned it at the expense of those who have? I agree with the president on this one, let Americans keep more of their own money, but my money is not yours and yours is not mine. What a concept!
